I can only write from our experience of behavioral email marketing and it has been immensely successful. Essentially we test offers on approximately ten different affiliate networks with our highly tracked and managed opt in lists.
We have the lists broken down segmentally and allocated by their previous performance. I have a full time staff of sixteen people working on statistics 24/7. We analyze which offers are converting the highest and then those offers receive our full dedication. Historically cpa networks have begged for us to partner with them and we are only willing to work with the cream of the crop. We get calls all the time from people willing to pay cpm but we won't touch it. It's not our core competency and we certainly wouldn't want it to be.
Behavioral targeting like what Larry @ Consumerbase is doing is definitely the way to go. We've actually done some data management work for them in the past and have a case study on our site at http://www.optinplus.com
